The experts in the use of computer networks may need to use the command telnet often, but it was closed from processing by default by Windows.
Please follow the following application to make it work
Go to 'Control Panel' > 'Programs and Features' > 'Turn Windows Features on or off' (on the left) > check 'Telnet Client' and click 'Ok'.
